Checked for a clog in the hoses, checked to see if the agitators had something stuck behind them, and tried to redistribute the load and restart.

Yes, we can hear the pump running but the water doesn't empty.

remove the front panel and take the hoses loose on the pump and check the pump for a blockage and if the pump is clear then replace the pump , the impeller is broken inside , you can get it at a local appliance parts dealer near you with the model number.
